PROBLEM TO BE SOLVED: To provide a base station which can determine an optimal handover destination of a flying drone.SOLUTION: The base station, which determines the handover destination of a flying drone, includes: a data reception and transmission unit which receives a communication quality value which is the communication quality value, measured by the drone, for each of a plurality of cells located within a predetermined distance range from the drone; a filter processing unit which, based on a filter which includes a weight value, which is determined based on relative position relation with the cell of interest, and a calculation rule, filter-processes the communication quality value of each of the plurality of cells located within the predetermined distance range from the drone; and a handover destination determination unit which determines the handover destination of the drone, on the basis of the filter-processed communication quality value of the plurality of cells.SELECTED DRAWING: Figure 5
