PROBLEM TO BE SOLVED: To provide technology for acquiring traffic conditions in a wide area.SOLUTION: An input unit 62 inputs traveling history information including a plurality of corresponding relationships of time, position, and speed from each of a plurality of terminal devices. A processing unit 64 classifies a plurality of corresponding relationships for each of unit time zones with respect to each of the plurality of traveling history information inputted at the input unit 62, and integrates the corresponding relationships between the corresponding time zones over the traveling history information to generate traffic condition data for each time zone.
