PROBLEM TO BE SOLVED: To solve such a problem that air-conditioning cannot be controlled so as to be comfortable for passengers depending on only the number of passengers boarding on a car.SOLUTION: A passenger detection part 9c1 detects a passenger in a car 1. An occupancy calculation part 9c2 calculates occupancy of the detected passenger in the car 1. A maximum movement floor detection part 9b determines a movement floor in one direction in which the car 1 moves.
