The air flow generating part is provided on a front edge side of the blade body to form a front edge part of the blade. The air flow generating part includes a substrate part 31, a first electrode 32 and a second electrode 33. The first electrode is provided inside the substrate part so as to extend in a blade chord direction C from a forward edge of the substrate part.
