PROBLEM TO BE SOLVED: To provide a movement device and a movement method capable of, when moving an object such as a person by using a tether, stabilizing the attitude.SOLUTION: A movement device 10 for attaching a tip member 70 of a delivered tether 20 to a target matter, and for collecting the tether 20 to move an object to the target matter comprises: a tether collection mechanism 52 having a tether delivery port 44a for collecting the tether 20 delivered from the tether delivery port 44a; a measurement instrument 54 for measuring length of the delivered tether 20 and a distance between the tether delivery port 44a and the target matter; calculation means 62 for calculating a deflection of the tether 20 from a difference between the length of the delivered tether measured by the measurement instrument 54 and the distance; and a control unit 60 for controlling a tether collection speed of the tether collection mechanism 52 on the basis of the deflection of the tether 20 calculated by the calculation means.SELECTED DRAWING: Figure 2
