PROBLEM TO BE SOLVED: To provide an axle number detector, an axle number detection method and a program, capable of accurately detecting an axle number of a vehicle even when a vehicle enters a step board obliquely.SOLUTION: An axle number detector (1) comprises: a step board (20) which is installed in a lane width direction, and outputs a tire detection signal according to treading of tires of a vehicle which travels; a detection time information acquisition part (300) for acquiring detection time information which indicates a time when the tire detection signal is output; an axle determination part (301) for determining whether or not, two tire detection signals are tire detection signals caused by treading of two tires attached to a same axle of the vehicle, based on the detection time information; and an axle number identification part (302) for identifying the number of pairs of the two tire detection signals determined to be tire detection signals caused by treading of two tires attached to the same axle, as an axle number of the vehicle.SELECTED DRAWING: Figure 2
