PROBLEM TO BE SOLVED: To provide a clutch capable of being easily manufactured, a steering device including the clutch, and a method of manufacturing the clutch.SOLUTION: A clutch is configured such that on an outer peripheral surface of a pinion shaft 106, provided is a second region R2 subjected to spline fitting to a first region R1 provided on an inner wall of an open hole 35a of a carrier 35, and in a position closer to an input shaft than the second region R2, provided is a third region R3 having such a shape as to fit into the first region R1 so that rotation is allowed.SELECTED DRAWING: Figure 5
