PROBLEM TO BE SOLVED: To prevent decrease in work efficiency of an operator whose degree of fatigue is high.SOLUTION: An allocation determination device allocates a plurality of cargo handling vehicles including N cargo handling vehicles related to a first kind and M cargo handling vehicles related to a second kind whose burden on an operator is larger than the first kind to L operators. The allocation determination device specifies degree of fatigue of the L operators prior to start of cargo handling work by the cargo handling vehicle. A kind allocation section determines the kind of the cargo handling vehicles to be allocated to specified N operators whose degree of fatigue is highest among the L operators to be the first kind.SELECTED DRAWING: Figure 1
