PROBLEM TO BE SOLVED: To reduce time for which a cargo vehicle waits for on-board of a driver.SOLUTION: In a cargo vehicle calling device, a recovery prediction part predicts the time when a driver recovers from fatigue. A position identification part identified a position of a driver. A movement instruction part outputs a movement instruction for moving a cargo vehicle by unmanned operation to the position where the position identification part has identified, to the cargo vehicle based on the time predicted by the recovery prediction part.SELECTED DRAWING: Figure 3
