PROBLEM TO BE SOLVED: To provide a method for estimating a congestion degree and the number of people inexpensively and accurately without requiring a monitoring camera.SOLUTION: The method includes a congestion degree estimation step (S10) for estimating a congestion degree on the basis of sensor information (for example, acceleration information) of a portable terminal device, an average congestion degree calculation step (S20a) for calculating an average congestion degree for each predetermined mesh (reference range) on the basis of the congestion degree estimated in the congestion degree estimation step for a plurality of portable terminal devices, and an estimated number of people calculation step (S20b) for calculating the estimated number of people for each mesh by multiplying the average congestion degree calculated in the average congestion degree calculation step by the base number of people (maximum capacity) predetermined for each mesh.SELECTED DRAWING: Figure 9
