PROBLEM TO BE SOLVED: To suppress giving glare to other vehicles, which includes a period until a reference position is detected from a front image of a vehicle.SOLUTION: A peripheral condition monitor ECU 40 detects a disappearance point position from a front photographing image of a vehicle that is photographed with a camera 52, and based on the detected disappearance point position, calibrates a position of other vehicles acquired from the photographed image. A head lamp control ECU 16, based on a period until the disappearance point position is detected as well as a sinking amount of a rear suspension that is detected with a stroke sensor 58, acquires a maximum error caused by change in photographing optical axis of the camera 52 and a maximum error in leveling control by a leveling control ECU 56. Based on a target angle of a lower side edge in an illumination range of an upper stage light distribution LED group 34 which is acquired from other vehicle position with no calibration, the maximum error caused by change in the photographing optical axis as well as the maximum error in leveling control, turning on/off of the upper stage light distribution LED group 34 is controlled.SELECTED DRAWING: Figure 1
