PROBLEM TO BE SOLVED: To make it possible to increase the possibility that an optical beacon may appropriately receive a high-speed frame transmitted after a low-speed frame from an on-vehicle apparatus in road-to-vehicle communication performed between the optical beacon and the on-vehicle apparatus that support multiple rates in an uplink direction.SOLUTION: An on-vehicle device is mounted on a vehicle and performs wireless communication with an optical beacon installed on a road by an optical signal. The on-vehicle device comprises: a light receiving unit capable of photoelectric conversion at a prescribed transmission speed; a light transmitting unit capable of electro-optical conversion at two types of high and low transmission speeds; and a communication control unit capable of transmitting one or more high-speed frames after transmission of a low-speed frame.
