PROBLEM TO BE SOLVED: To provide a navigation server, navigation client and navigation method that can retrieve routes in which a degree of burden to be felt by users is estimated to be small.SOLUTION: A server cost recognition correction factor is configured to: evaluate a segment cost index value indicative of a degree of passage difficulty of an object segment as to at least one of a plurality of indices indicative of one or both of a road environment of the object segment and a relative relation between the object segment and one or more other segments included in a server route candidate; and correct a cost of the object segment according to the cost index value of the object segment.SELECTED DRAWING: Figure 4
