PROBLEM TO BE SOLVED: To provide a power supply control device which inhibits occurrence of arc discharge, and to provide a power supply control system including the power supply control device.SOLUTION: A high voltage load is housed in a housing part of a vehicle. An opening provided at the housing part is closed by an engine hood. An ECU 29 controls power supply from a high voltage battery to the high voltage load. In the ECU 29, a control unit 69 of a microcomputer 50 determines whether or not the engine hood is open. The control unit 69 instructs an output unit 65 to turn off an FET 51a provided at a power supply path to the high voltage load when the ECU 29 determines that the engine hood is open.SELECTED DRAWING: Figure 3
