PROBLEM TO BE SOLVED: To provide a device that generates data for specifying a useful content with high accuracy when detecting a running vehicle on the basis of the measured value of strain that occurs in a traffic passage structure due to the running of a vehicle, and a data generation method, a program, and a recording medium.SOLUTION: A vehicle detection device of the present invention divides the time-series data of measured values of strain occurring on a floor slab that are measured using a strain gauge (S1) into a plurality of periods on a time base, and allocates a window to each period (S2). In a window, out of a plurality of windows, in which the temporal change of measured values of strain does not exceed a threshold (NO in S4), a reference point is set on the basis of the average value of measured values within the window (S5), and in a window in which the threshold is exceeded (YES in S4), a maximum compression point is set to the reference point (S7). A reference line is specified by performing an interpolation arithmetic using the reference point (S8), and the time-series data is corrected on the basis of a difference between the measured value of strain and the reference line (S9).SELECTED DRAWING: Figure 6
