PROBLEM TO BE SOLVED: To provide an image creation device and a head-up display that can create an image with a good white balance while preventing burn-in of a liquid crystal element.SOLUTION: A light control part 14 includes a liquid crystal element 14a that adjusts the polarization angle of a laser beam C and controls the laser beam C directed in an emission direction by adjusting the polarization angle of the laser beam C. A light detection part 16 detects the intensity of the laser beam C (reflected light C1) after passage through the light control part 14.
