PROBLEM TO BE SOLVED: To predict a timing of a change in a light color of a first traffic light through which a moving body passes first, and control the moving body.SOLUTION: A prediction unit uses light color information of a second traffic light acquired by an acquisition unit to predict a time period until the light color of a first traffic signal, the light color of which is interlocked with the light color information of the second traffic light, changes into a specific light color.
