PROBLEM TO BE SOLVED: To correctly identify that a vehicle has had a traffic accident.SOLUTION: An on-vehicle device 20 successively transmits vehicle data 61 to a management server 30. When it is determined that a vehicle is more likely to have a traffic accident, the on-vehicle device 20 transmits an accident foreseeing signal 63 to the management server 30, and subsequently transmits accident determination information 64 indicating a determination result on whether the vehicle has had the accident or not to the management server. When the accident determination information 64 cannot be received within a first reference period after the reception of the accident foreseeing signal 63, the management server 30 determines whether the vehicle has had the traffic accident or not based on the vehicle data 61.SELECTED DRAWING: Figure 2
