PROBLEM TO BE SOLVED: To reduce the possibility of the occurrence of a deadlock in a specific direction caused by the interaction of control timing of a plurality of adjacent signal devices.SOLUTION: A signal control device of the present invention comprises: means for detecting the number of first waiting vehicles and the number of leaving vehicles on a first approach lane where it is possible to leave in a specific direction at a first intersection where a first signal device to be controlled is installed; means for acquiring the timing information of a second signal device adjacent to the first signal device in a specific direction; and means for performing split addition control for changing, when a first condition is satisfied that the number of first waiting vehicles is larger than a first threshold and the ratio of the number of leaving vehicles to the number of first waiting vehicles is smaller than a second threshold, withdrawal from the first approach lane to a specific direction from "prohibited" to "permitted" in an addition period that overlaps a permission period in which is permitted withdrawal from a second approach lane for approaching a second intersection from a specific direction where the second signal device is installed.SELECTED DRAWING: Figure 1
