PROBLEM TO BE SOLVED: To inexpensively and minutely obtain the situation of submergence.SOLUTION: An on-vehicle device includes: identification means for identifying a submergence spot where submergence occurs or the risk of the submergence is higher; imaging means for imaging the submergence spot by a camera mounted on a self vehicle when the self vehicle travels in the submergence spot or its neighborhood (S225); estimation means for estimating the submergence level of the submergence spot on the basis of the submergence image being the image of the submergence spot captured by the imaging means (S230); and submergence information transmission means for transmitting the estimated submergence level and the submergence spot related to the submergence level to an information center by radio communication (S230). The information center includes: reception means for receiving the submergence level and the submergence spot from the on-vehicle device; and submergence information storage means for storing the submergence level by association with the submergence spot received together with the submergence level.SELECTED DRAWING: Figure 5
