PROBLEM TO BE SOLVED: To enable communication by using voices in order to facilitate communication between drivers of respective vehicles by forming a dynamic community between a plurality of vehicles.SOLUTION: A computer mounted system and method for facilitating communication via a voice-centric network is provided. Drivers of a plurality of vehicles are monitored, and a vehicle driven by at least one of the drivers is determined 65. When a driver of another vehicle transmits a command (message) to the vehicle, the computer mounted system determines whether contents of the command are suitable or not 65, the command is distributed to the vehicle when suitable 66, but the command is eliminated without being distributed when not suitable.SELECTED DRAWING: Figure 5
