PROBLEM TO BE SOLVED: To provide a waiting passenger with information dependent on the position of the waiting passenger at a riding/alighting place and a distribution of passengers in a vehicle.SOLUTION: An acquisition unit 111 acquires a notification, which signifies that label signals originated in a vehicle are received, from passenger communication terminals 2 owned by passengers of the vehicle that moves among plural riding/alighting places. Based on the notification acquired by the acquisition unit 111, an identification unit 112 identifies a distribution of passengers in the vehicle. Based on the distribution of passengers in the vehicle identified by the identification unit 112, a provision unit 113 provides a waiting passenger communication terminal 3, which is owned by a waiting passenger, with information dependent on the number of passengers at a position corresponding to the position of the waiting passenger in the vehicle which arrives at a riding/alighting place.SELECTED DRAWING: Figure 8
