PROBLEM TO BE SOLVED: To provide a traffic congestion mitigation system capable of immediately mitigating traffic congestion at a time of occurrence of an accident, and a method of the system.SOLUTION: The traffic congestion mitigation system is provided with: an acquisition module that acquires, when a vehicle has an accident on a road, positioning data of other vehicles; a generation module that generates a network group of an emergency area dispersion type on the basis of the acquired measurement data of the other vehicles; a transmission module that transmits, via the network group of the emergency area dispersion type, accident information to the other vehicles that have joined the network group of the emergency area dispersion type; and an adjustment module that adjusts, on the basis of the accident information, roadway lanes for the other vehicle that have joined the network group of the emergency area dispersion type.SELECTED DRAWING: Figure 3
