PROBLEM TO BE SOLVED: To provide a power supply system which can reduce a load to the system accompanied by external charging, and can efficiently raise a temperature of a power storage device, and an electric vehicle having the power supply system.SOLUTION: When a temperature Tb2 of a power storage device 10-2 is lower than a first temperature during the execution of external charging by an external power supply 28, a converter ECU 22 drives a heater 20 until the temperature Tb2 reaches the first temperature. Then, when external charging is finished, and a vehicle is brought into a READY-ON state, the converter ECU 22 performs a converter temperature rise for raising the temperature of the power storage part by driving converters 12-1, 12-2 so as to receive power between the power storage devices 10-1, 10-2 until the temperature Tb2 reaches a second temperature which is higher than the first temperature.SELECTED DRAWING: Figure 1
