PROBLEM TO BE SOLVED: To automatically set monitoring priority.SOLUTION: A spacecraft monitoring device 100 includes an information accumulation part 60 for storing information regarding a spacecraft, a monitoring plan calculation part 20 for setting monitoring priority of the spacecraft and an observation plan calculation part 30 for setting an observation plan. The information accumulation part 60 stores attribute information which indicates an attribute of the spacecraft, event information which indicates an event occurring in the spacecraft and the occurrence date, and orbit information which indicates an orbit of the spacecraft and the precision of the orbit. The monitoring plan calculation part 20 calculates monitoring priority of the spacecraft using the attribute information, the event information and the orbit information stored in the information accumulation part 60. The observation plan calculation part 30 calculates an observation plan based on the monitoring priority and the orbit information of each spacecraft, and an observation range and utilization circumstances of each sensor which observes the spacecraft.SELECTED DRAWING: Figure 1
