PROBLEM TO BE SOLVED: To provide a guidance system and a guidance method for the guidance system that contribute to congestion reduction.SOLUTION: A guidance system includes a phenomenon selection device 10 and a phenomenon generation device 21 to guide a plurality of people at a first spot to a second spot. The phenomenon selection device 10 comprises a congestion level acquisition unit 12 and a phenomenon selection unit 13. The congestion level acquisition unit 12 acquires congestion information at a spot (third spot) on a travel route which connects the first spot and the second spot and on which the people move. The phenomenon selection unit 13 selects a phenomenon that should be generated by the phenomenon generation device 21, and that acts on the sense of vision, or sense of force, or sense of smell, or sense of hearing of people and causes perception to people on the basis of the congestion level acquired by the congestion level acquisition unit 12. The phenomenon generation device 21 generates the phenomenon selected by the phenomenon selection unit 13.SELECTED DRAWING: Figure 1
