PROBLEM TO BE SOLVED: To provide a suspension control device that can efficiently suppress unsprung vibration or sprung vibration of each wheel, and to provide a suspension control method and a program.SOLUTION: The suspension control device 20 includes: a signal generating part 40 and a control part 50. The signal generating part 40 generates a first state signal relating to the unsprung vibration of a first wheel and a second state signal relating to the unsprung vibration of a second wheel. The control part 50 generates a control signal for mutually cooperative controlling a first dumper installed to the first wheel and a second dumper installed to the second wheel based on the first and second state signals.SELECTED DRAWING: Figure 4
