PROBLEM TO BE SOLVED: To provide a vehicle communication device, a portable machine and a vehicle communication system that can reduce the demerit of long-distant communication to a low level while enabling long-distance communication between a vehicle communication device and a portable machine.SOLUTION: A portable machine for communicating with a vehicle communication device mounted on a vehicle by using electronic waves in order to control devices of the vehicle has creating means for creating transmission data containing specification data of a transmission rate, transmission means for transmitting the created transmission data, and reception means for receiving a return signal of the transmission data. The creating means creates the transmission data containing the specification data of a first transmission rate. When the return signal of the transmission data is not received, the creating means creates transmission data containing specification data of a second transmission rate lower than the first transmission rate.SELECTED DRAWING: Figure 6
