PROBLEM TO BE SOLVED: To provide a vehicle communication device capable of achieving control according to approach of a user with small power consumption, and a vehicle communication system.SOLUTION: A vehicle communication device of a vehicle communication system is the vehicle communication device which is mounted on a vehicle and which performs communication with a portable machine for controlling equipment of the vehicle and it includes: a first communication unit for transmitting electric waves of a first frequency; a second communication unit for performing transmission and reception of the electric waves of a second frequency higher than the first frequency; and a control unit which allows the second communication unit to search for a communication partner by transmitting the electric waves intermittently, and in the case where the communication partner is found by the search of the second communication unit, allows the first communication unit to search for the communication partner by transmitting the electric waves intermittently.SELECTED DRAWING: Figure 3
