PROBLEM TO BE SOLVED: To provide a fault tolerance design realizing spark protection and spark containment at a fastener in a flammable zone in an aircraft structure, without the need to attach a cap seal to a head of the fastener.SOLUTION: An apparatus comprises a washer 320, a sleeve 302, and a fastener 300. The washer 320 has a first channel 318. The sleeve 302 has a second channel 314 and an expandable section. The sleeve 302 is positioned inside the first channel 318 in the washer 320. The fastener 300 has an elongate portion 308 positioned inside the second channel 314 of the sleeve 302 to cause at least a portion of the expandable section of the sleeve 302 to form a first interference fit 902 with the washer 320.
