PROBLEM TO BE SOLVED: To provide a testing apparatus that has excellent portability and can perform calibration and confirmation of an operation of an apparatus detecting arc discharge in an easy and inexpensive manner, and a testing method.SOLUTION: A testing apparatus according to the present invention includes an optical semiconductor device that emits light including ultraviolet light, and a light emission control part that causes the optical semiconductor device to emit light over a predetermined time in response to a light emission start signal. The light emission control part includes an oscillator that oscillates at a predetermined oscillatory frequency, a counter that starts counting in response to the oscillation output from the oscillator and stops counting when a counter value reaches a predetermined setting value, and a drive circuit that drives the optical semiconductor device on the basis of a result of the counting by the counter.
