PROBLEM TO BE SOLVED: To provide an internal combustion engine starter capable of improving startability for an internal combustion engine without entailing the severe degradation of fuel economy and the reduction of belt durability.SOLUTION: A starter of the present invention is configured so that a tension of a belt 7 at a time of simultaneously driving a DC starter 2 and a MG 3 is set higher than the tension of the belt 7 at a time of solely driving the DC starter 2 and lower than the tension of the belt 7 at a time of solely driving the MG 3 in a case of starting an engine 1 using both the DC starter 2 and the MG 3. If a starting recovery vehicle velocity is lower than a predetermined velocity, the DC starter 2 is driven first and the MG 3 is driven later. If the starting recovery vehicle velocity is higher than the predetermined velocity, the DC starter 2 and the MG 3 are simultaneously driven.
