PROBLEM TO BE SOLVED: To provide a shelter for tidal wave countermeasure capable of effectively acting compared with conventional ones, in various aspects such as easiness of refuge and safety.SOLUTION: A shelter 1 for tidal wave countermeasure comprises: a housing 2 having a lower housing part 210 which is an approximately upright bowl-like shape, and which has a lower flange and lower recess part and an upper housing part 220 which is an approximately reversed bowl-like shape and which has an upper flange and an upper recess part; a fixing part 3 for bringing the lower flange and upper flange into contact each other, so that respective inside parts of the lower housing part 210 and upper housing part 220 and the lower recess part and upper recess part are in a relative state; a water-tight door 4 for contacting tightly an entrance 206 formed of the lower recess part and upper recess part; and a floating part which is fixed to the inside of a lower surface part.
