PROBLEM TO BE SOLVED: To provide a tilt horizontal locking device that can be arranged so as not to project outside from the periphery of a loading platform when not in use even if having structure mounted to a vehicle body, and has simple structure and is easy to attain rigidity.SOLUTION: A tilt horizontal locking device is constituted of: a tubular body 34 horizontally fixed to a bolster 18 of a floor system 14 through a supporting member 32, and provided so as not to stick out from a floor frame 20 to the outside; a retractable arm 36 provided retractably from the tubular body 34, and protruded from the floor frame 20 to the outside when projected from the tubular body 34; a cradle 40 provided through height adjusting means (as shown in the example of a bolt member 38) at the tip part of the retractable arm 36, and supporting a lower surface of the tilt 26 turned in a horizontal state; and a turning mechanism 41 for turning the cradle 40 in the circumferential direction of the tubular body 34.
