PROBLEM TO BE SOLVED: To provide a steering shaft which hardly causes peeling of an FRP layer and which hardly causes formation of a gap, a steering gear, and a method of manufacturing the steering shaft.SOLUTION: A steering shaft includes a rod-like rack shaft body 10 that has a recess 12 extended in an axial direction, and FRP layers 31-33 that are provided in the recess 12. A boundary surface 40 between the rack shaft body 10 and the FRP layers 31-33 in the axial direction assumes a step-wise shape with a wide radial outside.
