PROBLEM TO BE SOLVED: To determine a travel mode in which energy consumption and operation's complexity or passengers' convenience are balanced.SOLUTION: A travel mode determination part 24 determines which of a normal travel mode and an energy saving travel mode is adopted for a travel mode of each vehicle 10 on the basis of a required getting-on and getting-off time for passengers to get on or off the vehicle 10 at each station. An index value specification part 25 specifies an index value on the basis of whole energy consumption as well as a difference between the required getting-on and getting-off time and actual getting-on and getting-off time or the number of switching of travel modes when the vehicle travels in the travel mode determined by the travel mode determination part 24. A travel plan determination part 27 determines on a travel mode whose index value is the smallest as a travel mode of each vehicle 10.
