PROBLEM TO BE SOLVED: To provide a traffic signal control system and a traffic signal control method for performing efficient traffic signal control on a vehicle group arriving at an intersection.SOLUTION: A vehicle group passing through a point B and running at a recommended running speed reaches a point A after a time consisting of a maximum extendable time of blue time plus a yellow/red lighting time yr. Vehicle group information between t10-t11 about the vehicle group having passed through the point B at a point of time t11, and vehicle group information occurring between t11-t12 that is the same time slot as between t10-t11 can be estimated to take on the same waveform pattern. Immediately before a minimum blue lighting time B1 currently indicated at a point A elapses, a time slot in which the interval between vehicle groups is longest is extracted from among waveform patterns of vehicle group information between t10-t11 obtained from the point B. Then, an extended blue lighting time B2 where a shift count in seconds tn is determined so that yellow and red signals light up in a time slot in which the interval between vehicle groups is longest.
