PROBLEM TO BE SOLVED: To prevent a cracking phenomenon from occurring and to maintain always a prescribed corrosion resistance high even if a buried member buried in a narrow part formed by pipes and brackets, and an anti-chipping and an anti-rust protection film layer laminated and formed on an anti-corrosion protection film layer are subject to a temperature difference caused by climate change such as winter season and summer season and the like.SOLUTION: A substantially triangular prismatic buried member 9 made of a synthetic resin such as polyethylene is buried and fitted to a narrow part 6 formed between a filler pipe 2 and a bracket 5 under a state in which an anti-corrosion protection film layer 8 of plating, or plating and cation coating is formed on surfaces of the filler pipe 2 and the bracket 5, synthetic resin powder of the same material as that of the buried member 9 is powder-coated on the anti-corrosion protection film layer 8 as well as the buried member 9 so as to laminate and form the anti-chipping and the anti-rust protection film layer 11.
