PROBLEM TO BE SOLVED: To provide a hub eddy suppressing device and ship capable of effectively suppressing a hub eddy without greatly increasing propulsion resistance.SOLUTION: A hub eddy suppressing device 10 for suppressing the generation of a hub eddy behind a boss 4 when a propeller 3 of a ship 1 is rotated, is equipped with an axial rotation symmetric body 12 provided behind the boss so as to occupy at least a part of a hub eddy generation area 8 including a rotation center shaft of the propeller. In the axial rotation symmetric body, a symmetric axis of the axial rotation symmetric body is disposed along the rotation center shaft O of the propeller. The axial rotation symmetric body is configured to be immovable regardless of the steering of the ship.
