PROBLEM TO BE SOLVED: To provide a clutch motor which can achieve lightweight and compaction while reducing the cost, and to provide a switchgear of an opening and closing body.SOLUTION: On the annular wall 12 of the wheel body, two types of first operation pin P1 and second operation pin P2 are provided. When the number of revolution of a motor is less than a first number of revolution, the first operation pin P1 is projected from the inner circumferential surface opening 14a of the annular wall 13, and fitted over a pivotal shaft S1 coaxially therewith, thus rotating a first driven cylindrical body 21. Subsequently, a first pinion is rotated. When the number of revolution of a motor is equal to or more than a second number of revolution that is larger than the first number of revolution, the second operation pin P2 is projected from the outer circumferential surface opening 15a of the annular wall 13 by a second centrifugal force, and a second driven cylindrical body 22 is rotated. Subsequently, a second pinion is rotated.
