PROBLEM TO BE SOLVED: To provide a structure which can be materialized at a low cost in regard to an outer ring for a rolling bearing unit respectively having an outer ring track of double rows on an inner circumferential surface and an outward flange on an axial direction intermediate part on an outer circumferential surface and, moreover, satisfactorily can secure a rolling fatigue life on both outer ring tracks, and to provide a manufacturing method of the structure.SOLUTION: An outer circumferential surface of an axial direction outer half part of a second intermediate material 26 is set as a composite inclined surface part 16 made by assembling a first steep inclined surface part 17, a moderate inclined surface part 18 and a second steep inclined surface part 19 in the order from the axial direction outer side. In a finishing forming process exhibited on (C)→(D), a stationary side flange 6a is formed on a part to the inner side in the axis direction of an outer circumferential surface without changing a surface shape of the axial direction outer half part of the second intermediate material 26 to make a third intermediate material 27.
