PROBLEM TO BE SOLVED: To suppress a communication period allocated to a base station from being uselessly consumed.SOLUTION: First information including emergency information includes first specification information indicating a traveling direction of a mobile station 5A during emergency movement, and second information including the emergency information includes second specification information indicating the traveling direction of the mobile station 5A during emergency movement estimated by a first base station 2A. When receiving the first information including the emergency information and the first specification information, the first base station 2A generates the second information including the emergency information and the second specification information on the basis of the first information, and transmits the generated second information. When receiving the second information including the emergency information and the second specification information from the first base station 2A, the second base station 2B determines whether or not the mobile station during the emergency movement approaches an own station on the basis of the second specification information included in the second information, and when determining that the mobile station during the emergency movement is approaching the second base station 2B, the second base station 2B transmits third information including the emergency information.
