PROBLEM TO BE SOLVED: To achieve a method for creating a new running curve with reduced power consumption.SOLUTION: Sections in which an initial point of power running is set as a start point and a completion point of a brake is set as an end point are set on a running curve candidate. In each section, a temporary running curve candidate to which a coasting traveling in a predetermined distance between the power running and the brake in the section is added is generated, and the temporary running curve candidate whose improvement efficiency R becomes maximum is selected as the best running curve candidate. The improvement efficiency R of the temporary running curve candidate is determined as a ratio (R=-ΔW/Δt) of a decrement "-ΔW" in the power consumption of the temporary running curve candidate to an increment Δ) in a traveling time component to the temporary running curve candidate.
