A seat belt buckle comprising a housing with a button hole and a latch plate hole, a buckling slider, a tripping button arranged to move the buckling slider to a release position when pressed, a stop slider which in a starting position limits the position of the buckling slider and a locking assembly with a limiting member which in a locked position limits movement of the tripping button to prevent release of the buckling slider. The sliders and buttons may be driven by resilient elements. A plunger lock or a rotary lock may be used. The tripping button may have a pair of driving portions with inclined guiding edges which engage with extension rods on the buckling slider. A method locking a vehicle steering wheel to prevent theft is also disclosed involving passing the webbing of a seat belt through a steering wheel and inserting a latch in the buckle. A micro switch electrically connected to a vehicle control unity may also be used.
