A direction calculation unit (120) calculates, in time series, the movement direction of the subject person on the basis of the time-series position information (41), and stores the calculated movement direction as a time-series movement direction (42). An effect evaluation unit (130) calculates, in time series, the angular difference between the movement direction of the subject person and a direction oriented from the position of the subject person toward a target position, and evaluates the effect of controlling the flow of people by using a time-series change in the angular difference that is calculated in time series.
