This flow-of-people control evaluation device (100) evaluates an effect of controlling a flow of people. A position acquisition unit (110) extracts, in time series, the position of a subject person from flow-of-people information (20), and stores the extracted position as time-series position information (41). A direction calculation unit (120) calculates, in time series, the movement direction of the subject person on the basis of the time-series position information (41), and stores the calculated movement direction as a time-series movement direction (42). An effect evaluation unit (130) calculates, in time series, the angular difference between the movement direction of the subject person and a direction oriented from the position of the subject person toward a target position, and evaluates the effect of controlling the flow of people by using a time-series change in the angular difference that is calculated in time series.
