A system for counterbalancing offshore platforms such as wind turbines comprising at least one foundation (2, fig 2) at least one mass, or gravitational object 9 suspended by at least one string element 14 that is connected to the foundation at a pivot point 7. Connecting parts, or arrangements are located at either end of the string element. Preferably a structure 1 is integrated with the foundation, the structure may be a wind turbine. Preferably the system may comprise a control and guidance system, and sensors. The sensors may be a GPS sensor, an acceleration sensor, a velocity sensor, a pressure sensor, a temperature sensor and an inertia sensor. Preferably the system may comprise a central processing unit that may have an artificial intelligence unit. The artificial intelligence unit may be used to predict weather and movement of the apparatus.
