A virtual fencing system includes a first location determining means comprising location sensor 50 for detecting the location of a location determining device which is proximal to an entity (e.g. railway workers 20-22 or equipment 30,Fig.2) within a first detection area 50a of working area 10. It also includes a second location determining means comprising a different location sensor 60 for detecting the entity within a second detection area 60a and means for establishing zone boundaries Z1-Z3. A controller determines entity location with respect to the boundaries, according to input from both location determining means within a time window, determines a risk classification according to this location and generates a corresponding alert (e.g. via the location determining device). The zones positions may be established by providing the location determining means on a boundary of a zone; adjusting an orientation of the first sensor so that the location determining device is within its detection area; and incrementally adjusting the orientation until it is no longer within said detection area.
