An offshore platform 100 has a hull 110, a ballast system 170, and at least one enclosed deck 120. The hull has a vertical axis (160, Fig 1) and a flared section formed by a set of inclined planar walls (122, Fig 1) and a set of inclined planar chamfer walls (130, Fig 1). The hull further comprises a lower deck section (116, Fig 1) below the flared section formed by a set of vertical planar walls (124, Fig 1) and a set of vertical planar chamfer walls. The inclined walls form a first perimeter and the vertical walls form a second perimeter, both defining a boundary between an interior and exterior of the hull and both perimeters have an octagonal shape along a plane transverse to the vertical axis. The ballast system has at least one compartment 172 positioned within at least the second perimeter and a fluid mover 174 configured to control a flow of water into the at least one compartment. The at least one enclosed deck is positioned inside the hull. The at least one compartment separates the at least one enclosed deck and the at least one perimeter.
