The present invention provides a safety apparatus using blocking members, such as rope, to permit or prohibit passage of passengers or pedestrians. The present invention is structured so that when vertically arrayed blocking members are raised to permit passage, the vertical gaps between the blocking members are reduced, and when the blocking members are lowered to prohibit passage, the vertical gaps between the blocking members are expanded, thereby allowing the vertical distance between the blocking members to be shortened and consequently allowing the vertical size of the apparatus to be reduced.
