Traffic flow control is achieved by measuring flow with and without perturbations 125, 135. When a perturbation 125, 135 is determined to improve the traffic flow, the effect of the perturbation 125, 135 is recreated at a later time to improve traffic flow. The traffic flow may be measured as the average speed of vehicles passing a certain point, or the average energy consumption of vehicles. The traffic flow may be measured in the presence of more than one perturbation. The determination of an improvement may be based upon a vehicle type. Perturbations may be created by a traffic control system, or may be naturally occurring events. The system may include vehicles providing departure and arrival time information. The perturbations may be created by the vehicles themselves.
